Command of Steel is a notable passive skill that grants additional chance to block attack damage and increased attack damage while holding a shield.

    • Now grants +5% Chance to Block Attack Damage while holding a Shield (up from 3%).
    • No longer grants 5% increased Attack Damage per 5% Chance to Block Attack Damage. (moved to Block Mastery along with the counterpart mod from Arcane Swiftness)
      • Instead, it now grants 30% increased Attack Damage while holding a Shield.

  • Many passive skill clusters offered the same thing as other clusters, with the only differences being the location on the tree and the number of passive skills in the cluster. In this patch, we have endeavoured to give each cluster its own identity and function.
  • We also wanted to reduce the power of some clusters that were overly efficient, and increase the power of clusters that were inefficient. Ultimately, the passive skill tree should provide more interesting choices regardless of your build.

    • Some Cluster Jewel notables or some of their effects have been moved to the passive tree, with Deep Cuts being the only exception[2]
    • Now grants 1% increased Damage per 1% Chance to Block Attack Damage. (Moved from Confident Combatant)
    • No longer grants Attack Skills deal 25% increased Damage while holding a Shield.
    • No longer grants 6% increased Attack Speed while holding a Shield.

    • Now grants Attack Skills deal 25% increased Damage with Ailments while holding a Shield (up from 20%).

    • No longer grants 20% increased Physical Attack Damage while holding a Shield.

  • Chance to Block and Chance to Block Spells have been reworked. Previously there were several different modifiers that applied in different ways but achieved the same thing.
    • No longer grants 2% additional Chance to Block with Shields.
      • Instead, it now grants +2% Chance to Block Attack Damage while holding a Shield.

  • Many passive skills which previously only provided defensive bonuses while using a shield now also grant increased physical attack damage and damage with ailments while holding a shield.
    • Now grants 40% increased Defences from Equipped Shield (down from 60%).
    • Now grants 20% increased Physical Attack Damage while holding a Shield.
    • Now grants Attack Skills deal 20% increased Damage with Ailments while holding a Shield.

  • The area surrounding the Witch, Shadow and Ranger has been redesigned. Many clusters throughout the tree now have new notables.
