3.0.0	Energy Shield as a defensive mechanic has undergone a review and, generally speaking, all sources of Energy Shield on items have been reduced by approximately 20%. All local Energy Shield modifiers on items, as well as the base Energy Shield of items, have been reduced at higher levels. Very low-level items will see a slight increase or no change, scaling up to a 33% reduction at the highest tier of modifiers. Because of Armour/Energy Shield and Evasion/Energy Shield equipment, we've had to apply this change to the local percentage modifiers on all other armour types as well. To compensate, all inherent values of base Armour and Evasion Rating on equipment are now greater at higher item levels. These changes will not apply to existing modifiers but will apply to existing base types. As a consequence, the Energy Shield values on many unique items have also been updated. 1.3.0	Shields have had their base block chances rebalanced. Most of the higher base block chances on Shields have been reduced. Other reductions were also performed on Uniques items and the Passive Skill Tree. This change was made because reaching the maximum block chance of 75% had become much easier than we intended. It was far too efficient a defence at higher levels. Players will still be able to reach high block chance values, but this will now require much greater investment.
