Arcane Blessing is a notable Ascendancy passive skill for the Hierophant. It applies Arcane Surge to the user when you or your totem hit an enemy with a spell. It also causes Arcane Surge to grant more spell damage.

The more spell damage is part of the Arcane Surge buff and is scaled by Arcane Surge effect.

Gain Arcane Surge after Spending a total of 200 Mana

Arcane Blessing in Ruthless mode does not grant Arcane Surge on hit or cause Arcane Surge to grant more spell damage. Instead, it causes you to gain Arcane Surge after spending a threshold of mana across all of your skills.
