The Traitor is a keystone passive skill which gives 4 Flask Charges every 5 seconds for each Flask Slot that is empty. It is only granted by the Brutal RestraintBrutal Restraint

Note that these charges are not split up between the remaining flasks, and instead apply to each one. For example, if there are two empty flask slots and three full ones, each one of the three flasks will gain 8 flask charges, for a total of 24 charges gained every 5 seconds.
